Alberta: You Could Save $40 by Switching!

When we talk about the Rate of Last Resort (ROLR) with customers, the response we often get is, “How do I know if I’m on the ROLR?” The way to tell is easy: Did you choose your retailer? If the answer is “Yes,” then you’re likely NOT on the ROLR. If the answer is “No,” then you’re likely ON the ROLR – and that’s a problem for your wallet.

The Rate of Last Resort was implemented on January 1, 2025, by providers such as ENMAX, EPCOR, and Direct Energy, and is a two-year fixed rate. It was designed to replace the old Regulated Rate Option (RRO), with a new name and a new structure to ensure customers knew it’s meant to (literally) be a “last resort.”

For those still on the ROLR, you’re paying an average of 12.03 cents/kWh plus admin fees that range from 26 cents/day to 77.5 cents/day (an average of 48 cents/day). But that’s not all! For Edmonton ROLR customers under EPCOR, you paid an extra 5.38 cents/day in January 2026 for a “ROLR Rider.” For Calgary ROLR customers under ENMAX, the ROLR Rider means you’re paying an extra 17.97 cents/day for the month of February 2026!

What’s the ROLR Rider for? Good question! It’s a cost recovery tool to implement the Rate of Last Resort. EPCOR used theirs to recover approximately $435,000. ENMAX is using theirs to recover approximately $359,000.

Let’s do a little math for February bills:

  • The average home consumes roughly 750 kWh of electricity per month. At 12.03 cents/kWh, that’s $90.23/month for electricity.
  • Add in Calgary’s admin fee of 41.34 cents/day, and that’s $11.58 in admin fees.
  • Suppose you’re a Calgary customer, you now have to pay a ROLR Rider of $5.39 for the month of February.
  • In total, you’ll pay $107.20 before we get to the regulated Distribution and Transmission costs!

As a Park Power customer:

  • 750 kWh/month at our promotional rate of 7.90 cents/kWh is $59.25 for electricity.
  • Our flat admin fee is $8.85/month.
  • We don’t charge a ROLR Rider.
  • In total, you’ll pay just $68.10* – a difference of $39.10 for the month of February alone!
